In 5 qt. Dutch oven over high heat, heat peas & water to boiling. Reduce heat to low, simmer 2 mins. Remove from heat. Cover, let stand 1 hr. Do not drain. Stir in bacon, onion, garlic, bay leaf, salt, red pepper & pepper. Over med. high heat, heat to boiling. Reduce heat to low. Cover, simmer 20 mins. or until beans are tender. Stir in rice. Cover, simmer 15 mins. more
or until rice is done. Serve immediately. 11 cups.
